Protecting the environment and finding new energy technology are important issues that have come to the forefront of news and politics in recent years. Over the years I have participated in programs that highlight the importance of conservation as well as alternative fuels.
LEGISLATION
In an effort to reduce the Government of Virginia’s carbon footprint, I introduced a bill (HB 1144), which increases the number of state employees eligible for telecommuting and alternative work schedules to 40%. This bill did not make it to the House floor for a vote during the 2010 Session. HB 1413, which I have introduced during several Sessions, is one that converts the current gas tax from cents per gallon to a flat percentage rate to be determined by the Commissioner of the Department of Motor Vehicles. I believe the percentage strategy not only makes more financial sense, but will also be sensitive to the rise and fall of the price of gasoline in a way that the cents per gallon scheme is not.
AWARDS
In 2006, 2008, and 2011, the Virginia League of Conservation Voters named me a Legislative Hero for my work on environmental issues during those respective General Assembly Sessions, earning 100% on their Conservation Scorecard. During the 2007 and 2009 Sessions, I earned 92% or higher on the VALCV Scorecard and I earned 88% during the 2010 Session.
